Major Research Projects
Formative Research for Education for All 2004-2009 is in operation according to the agreement between His Majesty's Government of Nepal and the Government of the Kingdom of Norway. A contract was signed on 3 December 2004 between MOES and the Research Centre for Educational Innovation and Development (CERID), Tribhuvan University regarding the execution of Formative Research for Education for All 2004-09. The overall purpose of FRP for EFA is to provide technical support to the Ministry of Education and Sports by bringing forward strategic research-based information on the process of implementation of EFA 2004-09 and by assisting its capacity-building initiatives.

Along with the longitudinal study on system indicators, these four case studies were successfully conducted in the first year of the project: (1) Access of disadvantaged children to education, (2) Identification of successful cases of SIP, (3) Meeting the learning needs of all children including indigenous and linguistic minorities, and (4) Disbursement of block grants.

Five more case studies are being undertaken this year (the second year): (1) Effectiveness of School-based and Community-based ECD Programs and Role of INGOs/NGOs in the implementation of ECD programs; (2) Identifying various situations of inclusive classroom; (3) Life skill education: Nature of the issues and their linkage to system provision; (4) Gender parity and gender-friendly environment in school; and (5) Effectiveness of school-based monitoring system.
Meetings of the Formative Research Advisory Group (FRAG) and the meetings of CERID and MOES are being held on a regular basis. Representatives from MOER/Norway and the Royal Norwegian Embassy in Nepal have participated as observers in some of the meetings for information on the process of implementation of FRP.

CERID is one of the key partners of the Primary School Improvement Project (PSIP) of UNICEF Nepal, which aims to increase access and enhance the quality of primary school education by appropriate construction and rehabilitation of primary school buildings -- in Parsa and Kapilvastu districts.

CERID has taken the responsibility of the "software" (social and educational) component of the project: technical support for community mobilization, capacity building of SMCs and PTAs and support for the development of appropriate physical environments and facilities of the schools. During the project period, PSIP will construct 57 schools in all in Kapilvastu and Parsa.

Local NGOs/CBOs have been involved in mobilizing communities, organizing their visions, developing their capacity, and monitoring the school activities. These exercises have been completed in all the school communities. The project will terminate by the end of June 2006.

DFID-sponsored Learning and Teaching in Multigrade Settings (LATIMS) is a three-year extension of the original multigrade project for the period 2003 to 2006. CERID has joined this phase with the University of London, UK and Colombo University, Sri Lanka in conducting an action research to support curriculum adaptation suitable for multigrade teaching and to develop a teacher handbook. The teacher handbook intends to provide an understanding of pedagogy and management planning for multigrade environment, provide basic information and self-learning materials on techniques of conducting multigrade classes, and give knowledge of how teachers can mobilize the community and resources for better operation of the schools.
The British Council sponsored Higher Education Link Program was endorsed in April 2000 by Liverpool John Moores University (LJMU) and CERID. This program aims to develop cooperation and collaboration among the link partners through research, publication, and faculty exchange. The program focuses on research activities in the areas of indigenous knowledge and health practices and of gender and education and development. CERID has extended the link to other departments in Tribhuvan University e.g. Central Department of Sociology and Anthropology and Central Department of Home Science and Women’ s Studies.
The Mobile Training Team (MTT) program is being conducted by CERID with the support of UNESCO/ APEID. It is funded by the government of Japan through Japanese Funds in Trust. The program focuses on "Educational Innovation for Development" (EID) and gives new directions for high priority areas of education in Member States. MTT operates under the framework of the Asia-Pacific Program of Educational Innovation for Development (APEID). From 2005 on, it will be an important modality of capacity building in education for sustainable development (ESD).
UNESCO Bangkok commissioned CERID to conduct a study titled "Assessment of Community Learning Centres" in the Nepalese context. The main objectives of the study were to assess the existing status of CLCs and to examine the outcomes CLCs. The study identified the need for introducing effective policies and programs for the sustained development of CLCs in the community. The study also revealed that a gradual process of enabling the community and the people through the operation of innovation programs was taking place and that it was contributing towards the evolution of practical and effective CLCs.
UNICEF Nepal-supported program Early Childhood Development Resource Centre at CERID has been conducting various activities. It has provided training and mini-grants to four NGOs to empower them to undertake action research.

Mini-grants for action research are being provided to organizations and individuals working in the field of ECD, to link research and development and support the organizations to develop their programs through action research. It jointly organized the second national conference on ECD, which was participated in by about five thousand people. The resource centre has been organizing dialogue sessions on various important issues of ECD.

Seminars and Workshops

CERID, in collaboration with the three other research centres of TU, namely CEDA, RECAST and CNAS, organized a one-day extensive seminar on Strategic Vision of TU and Role of Research Centres on 18 December 2005. The seminar was participated in by TU senate members, previous Vice-Chancellors, Rectors, Registrars, University Teachers union chairpersons and representatives, former and current Executive Directors and senior staffs and faculty of TU.

The contributions made by the research centres in their respective fields were highlighted by the Executive Directors of CEDA, RECAST and CNAS, and by Dr. Shreeram Lamichhane, Associate Professor of CERID. Prof. Dr. Hridaya Ratna Bajracharya, Executive Director of CERID, presented a joint paper of the four research centres entitled A Strategic Vision and Plan for Effective Operation, Development and Sustenance of TU Research Centres.

The Second National Conference on Early Childhood Development was organized on 28 and 29 of April 2005. The program was jointly organized by the ECD Resource Centre of CERID and other partners that include MOES/DOE, UNICEF Nepal, Plan Nepal, Save the Children Alliance and more than a dozen schools and NGOs.
Research Centre for Educational Innovation and Development (CERID), Central Department of Home Science and Women’s Studies and Central Department of Sociology/Anthropology, Tribhuvan University, Nepal and Liverpool John Moore University (LJMU), UK, jointly organized a two-day conference on Gender, Education and Development, and Indigenous Knowledge and Health Practices in Kathmandu on 21st and 22nd December 2005.
Various seminars and workshops were organized as per the nature and objectives of the projects and studies undertaken. Research Support
The library and the ECD and NFE resource centres of CERID were regularly used by education researchers and professionals as well as by students of higher education. These CERID resource centres provided documentary support to the users on all workdays round the year. Publications
CERID publishes two annual journals–Vikasko Nimti Shiksha (in Nepali) and Education and Development. The ECD Resource Centre publishes the Journal of Early Childhood Development. A Newsletter on ECD, a Fact Sheet on NFE and a Newsletter on FRP were published as part of the regular program. Professor Kristin Tornes visited CERID 16 -21 June 2005. During her visit she had a series of discussions with the MOES and DOE officials. She also had individual and group consultations with FRP researchers. She was a key speaker in the workshop on FRP for EFA 2004-09: Basic Philosophy, Progress and Challenges organized by the project. Mr. Hakon Brojnes, Ms. Mariann Hjelle, and Ms. Fride Tangen (all from Norway) visited CERID from 14 to 29 of April 2005.


The visit was made in connection with the capacity building and institutional development programs of MOES and underlying agencies.
Prof. Pat Pridmore from London University visited CERID 7 to 10 November 2005 in connection with the Learning and Teaching in Multigrade Situation project. During her visit she played a key role in organizing a workshop on multigrade teaching. She also visited some of the schools in Dhading.
In connection with the British Council sponsored Higher Education Link Program Dr. Sara Parker and Kay Standing and Ms. Rose Khatri (all from Liverpool John Moores University) visited CERID from last of week December 2005 to first week of January 2006. They played an important role in the organization of a conference on Gender, Education and Development, and Indigenous Knowledge and Health Practices on 21 and 22 December 2005.
The Executive Director of CERID, Prof. Hridaya Ratna Bajracharya, paid a visit to the Centre for Sustainable Development (CSD), Ahmedabad, India 16-19 January to attend the international conference on Education for Sustainable Development, where he presented a paper on "Community Empowerment for Sustainable Environment". He also visited the National Institute for Educational Policy Research (NIER) Tokyo, Japan 12-24 February, where he attended the Regional Workshop on Management of Curriculum Change, in Asia and the Pacific. He presented a paper on Formative Research Experience of Nepal in ADEA /WGESA (Working Group on Education Sector Analysis) Seminar on Formative Research in Africa, held in Niamy, Niger 13-19, June. He visited Kualalumpur, Malaysia 25-29 September to participate in the Stakeholders' Meeting of EU Asia Link Networking meeting. He also visited Islamabad, Pakistan 10-14 December to attend the 25th Anniversary of DFID Higher Education Links Program organized by the British Council where he presented a paper on successful cases of HE-Link programs in Nepal.
In connection with the UNESCO/ APPEAL sponsored project on Community Learning Centre (CLC) Dr. Shreeram Prasad Lamichhane participated in the Regional Workshop on Research Studies on Community Learning Centres held in Bangkok, Thailand 7 to 9 June 2005. Dr. Lamichhane also took part in an International Seminar on Community Learning Centres held in Hangzhou and Shanghai, China 27 to 31 October 2005.
Dr. Kishor Shrestha went to participate in the World Forum on Early Care and Education held in Montreal, Canada May 17 – 20, 2005. Dr. Shrestha is the World Forum National Representative to Nepal.
Mr. Rom Prasad Bhattarai participated in the ANTRIEP workshop on "Developing Learning Materials on Successful School Management" held in Colombo 23 to 26 August 2005.
In connection with the capacity development and institutional cooperation of MOES and underlying agencies a team of FRP-related officials from MOES and DOE visited Norway 31 October to November 2005. Mr. Janardan Nepal, Director General of the Department of Education, HMG, led the team.
